Appel solennel pour sauver la Patrie

Quel rempart pour nous défendre de ces maux qui rongent ce pays dans sa profondeur ? Une nouvelle crise serait catastrophique face à cette pauvreté généralisée. Or, qui peut garantir que la poursuite du mode de gouvernance actuel, s’il n’y a pas d’amélioration urgente, pourrait constituer une réponse sérieuse et efficace aux différentes préoccupations des citoyens Malagasy des villes et des campagnes ?

C’est indéniable, Madagascar traverse de nouveau actuellement un moment très délicat de son histoire.

Les séquelles des confinements contre la propagation du coronavirus qui ont duré presque un an sur le plan moral, économique et social continuent de peser sur le quotidien de chaque citoyen Malagasy. Les tensions politiques qui embrument actuellement le climat politique à Madagascar ont été prévisibles au vue du contexte mondial de la pandémie, aggravé par un style de gouvernance qui, visiblement, tend vers l’autocratie en fermant tout véritable dialogue et transparence dans la gestion de la crise sanitaire et le redressement du pays.

Une gestion inquiétante des affaires publiques qui favorise l’anarchie, la défaillance de l’Etat : une réelle menace à la République

Le climat politique délétère et angoissant actuel est dû, entre autres :

  • aux séquelles des crises politiques récurrentes mal résolues. L’esprit de vengeance qui prédomine chez les protagonistes est néfaste à toute velléité de réconciliation nationale ou fampihavanana malagasy, et encore moins aux intérêts de la population Malagasy. Croire à leur volonté d’apporter un vrai apaisement et un vivre ensemble harmonieux pour permettre à l’économie un décollage et une amélioration des conditions de vie des citoyens parait invraisemblable ;
  • à une mode de gouvernance de la crise sanitaire qui se traduit par une gestion politisée, opaque, unilatérale, exclusive, injuste, discriminatoire et non visionnaire de la pandémie. La lutte contre la propagation du coronavirus a été marquée par des dérives diverses, et n’assure aucunement les citoyens sur une perspective d’une relance économique et d’une amélioration prometteuse des niveaux de vie dans un proche avenir. Dans la conjoncture actuelle, décréter un nouveau confinement tout en répétant ces mêmes erreurs sera un acte suicidaire et criminel pour l’économie, le social et la stabilité politique. Les dépenses non essentielles qui ne constituent pas des facteurs de croissance de l’économie doivent être suspendues pour donner priorité à l’Homme et à la relance économique ;
  • à une gestion opaque et douteuse des aides extérieures liées à la pandémie. Sous prétexte du contexte de l’urgence sanitaire, le Centre de Commandement Opérationnel qui est une structure sans base légale, a bénéficié d’une simplification des procédures des marchés publics sans un minimum de mécanisme de sécurisation des fonds. Résultat : aucune traçabilité sur l’utilisation d’une partie importante des fonds qu’il a géré. On a l’impression que tout a été monté de manière à rendre impossible l’audit de la fameuse machine anti-coronavirus qu’on appelle par raccourci CCO-Ivato et qui reste sous le regard insensible de BIANCO. Jusqu’à maintenant, les aides-soignants se plaignent du non-paiement de leurs indemnités de risques alors qu’ils étaient au front dans la guerre contre le covid 19 ;
  • à l’absence de mesure concrète et efficace pour protéger les emplois, pour alléger et soutenir les entreprises sur les méfaits du confinement qui a duré presque une année. Le secteur privé s’impatiente jusqu’à présent sur la mise en œuvre du Plan Multisectoriel D’Urgence (PMDU) pourtant censé être acté depuis juillet 2020. La paupérisation actuelle, amplifiée par une hausse incontrôlée des prix des produits de première nécessité est le résultat direct d’une économie en perfusion ;
  • à une perception controversée, parfois frustrant et aggravant l’inégalité des chances que génère la définition des priorités du Gouvernement. En effet, au moment où la population lutte contre la faim, le sud attaqué de nouveau par le kere et le manque chronique d’eau potable provoquant des décès notamment des enfants ainsi que de la mort de bêtes d’élevage, les tenants du pouvoir se préoccupent de la réfection à des coups de milliards du stade de Mahamasina et de la construction du Coliséum dans l’enceinte du Rova d’Antananarivo, ce dernier restant très contesté par les milieux traditionalistes et conservateurs de la culture malagasy. Dans le même registre, alors que des usagers souffrent depuis plusieurs années des « routes de l’impossible » qui ont de national que de nom dans plusieurs régions (RN 5, RN 6, RN 10, RN 13, RN 32, etc), le gouvernement trouve plutôt urgent la construction dans la capitale de flyover, l’introduction du tramway et des trains de banlieue, et l’installation de câbles téléphériques ; des écoles manarapenitra sont construites dans certaines villes alors que des élèves, parfois au niveau de certains lycées dans d’autres villes et villages des régions, s’assoient par terre, dans des salles de classe sans mur, des fois le bidon jaune servant de table. Au regard de l’approche éducative actuelle, il est impossible d’envisager un avenir meilleur et égalitaire pour tous les enfants des familles malagasy ;
  • à la mauvaise gouvernance voulue, au manque de volonté pour avancer vers un meilleur changement au vue d’un développement durable. L’inexistence flagrante d’une vision et politique nationale de développement à long terme partagée par toutes les Forces Vives de la Nation, aggravée par l’absence manifeste de continuité de l’Etat dans la gestion de la plupart des affaires publiques laissent cumuler d’innombrables problématiques devenues toutes, à la longue, prioritaires et ingérables, par effet d’accumulation. Tout ceci laisse la place à un Etat essoufflé, une administration publique budgétivore où les services publics, entachés de corruption pour la plupart, ne sont plus reconnus pour leur vocation de satisfaire les besoins vitaux de la population et surtout des couches vulnérables ;
  • à la dilapidation des ressources naturelles et la destruction de l’environnement paraissant interminables au profit d’une classe politique appartenant à un réseau mafieux hautement protégé. L’accession au pouvoir reste une source d’enrichissement garantit au profit de quelques groupes d’alliance de prédateurs insatiables qui assurent une influence et une main mise sur l’ensemble du territoire ;
  • à des élections démocratiques de façade avec comme toile de fonds les fraudes et corruptions électorales. Les élections à Madagascar restent une solution trompeuse aux problématiques de gouvernance pour justifier ce que l’on qualifie faussement d’alternance démocratique, afin de cautionner des élus usurpateurs de pouvoir à une population à majorité pauvre, analphabète et corruptible.

Nous assistons de manière très inquiétante à une restriction de l’espace civique qui est un véritable danger pour la démocratie. Les Droits fondamentaux sont bafoués. Les actions syndicales ainsi que les revendications estudiantines et politiques sont muselées. On assiste à des actes d’intimidation à l’endroit de ceux qui émettent des opinions critiques à l’encontre du régime en place. De même, les marges de manœuvre sont restreintes pour la société civile et les communautés de base dont les revendications ne sont pas écoutées, où les défenseurs des droits de l’Homme ne sont protégés par aucune loi pour garantir ou assurer leur protection dans leurs actions de dénonciations, comme le droit de divulguer les injustices ou toutes sortes d’abus de pouvoir, le droit de s’exprimer et d’interpeller sur les sujets touchant les intérêts directs de la population, bref à toutes les questions se rattachant à la vie publique.

La nécessité urgente d’une solution responsable concertée pour mette fin durablement à la récurrence des crises politiques

La PFNOSCM/VOIFIRAISANA, face à ces dangereux dérives qui risquent d’entrainer Madagascar et les populations des 22 régions dans le chaos, interpelle le patriotisme chez toutes les forces vives soucieuses d’un avenir radieux pour Madagascar, désireux de mettre en place une organisation politique, un mode de gouvernance et une règle de pratique politique durablement constructifs en faveur des intérêts de la population et des générations futures.

  • la Réconciliation nationale doit être dirigée par un organe indépendant, crédible et acceptable par tous, ayant tous les pouvoirs nécessaires lui permettant de réaliser ses nobles et difficiles tâches. Ses membres doivent être composés de personnalités reconnues et estimées par tous par leurs sagesses, leurs leaderships, leurs moralités politiques et leurs compétences sur la mission qui leur sera assignée. Elle ne doit pas servir d’instrument politique pour blanchir les malfrats ;
  • la Refondation de la République doit être bâtit sur un système politique qui permet de garantir la transparence de gestion des affaires publiques, l’égalité de tous devant la loi, la séparation claire des pouvoirs, l’égalité de chance de tous les Malagasy dans tous les domaines, la sécurité humaine pour tous, la protection et la gestion rationnelle des patrimoines nationales (territoire, biens publics, ressources naturelles), la promotion du Fokonolona comme fondement de la gestion du territoire, et le tout dans l’esprit d’une réelle volonté de sortir les Malagasy de la pauvreté.
  • Pour partir d’une bonne base, tous les germes de conflit doivent être maîtrisés, il faut restaurer la discipline et l’Etat de droit, et préserver la justice, l’unité et la solidarité nationale. Par exemples :
    • Il faut repenser la politique de décentralisation et de déconcentration de manière à transférer les compétences et les ressources nécessaires et suffisantes aux collectivités décentralisées pour qu’elles prennent réellement en charge leur développement sur la base d’une politique nationale de développement concertée et harmonisée ;
    • La loi régissant tous les instruments anti-corruption (BIANCO, SAMIFIN, Cour des Comptes, PAC, HCJ, ...) doivent être révisée de manière à leur doter tous les moyens de dissuasion et de poursuite nécessaires contre tous les détournements des biens publics et des trafics des ressources naturelles et minières du pays ;
    • La liste électorale, une des sources de toutes les querelles électorales, doit être refondue par un organe indépendant sous le contrôle de toutes les Forces Vives pour garantir un maximum de sincérité et de confiance. La création des fausses cartes d’identité nationale pour favoriser les doublons dans les listes électorales au profit d’un candidat est un acte pénal qui doit être poursuivi en justice ;
    • Les lois électorales doivent respecter strictement les principes d’égalité de chance, d’équité, de transparence, de liberté, d’honnêteté, du vote secret et du respect des périodicités (PIDCP, art 25). La loi régissant la CENI doit lui garantir l’effectivité de son indépendance et le pouvoir de sanction et de disqualification à tous ceux qui enfreignent la loi, sans aucune discrimination ;
    • La place et la mission des Forces de Défense et de Sécurité doivent être revues en profondeur pour mettre fin à sa politisation et son instrumentalisation par les régimes prédateurs successifs qui les utilisent pour réprimer des revendications populaires légitimes et pour protéger les trafics mafieux en haut lieu de toutes sortes. Il est extrêmement impératif de restaurer sa noble mission de protection de l’Etat et de la République, dans un esprit non partisan.

A l’orée de la commémoration du 29 mars 1947, date de soulèvement populaire pour la revendication de l’indépendance de Madagascar, la PFNOSCM/VOIFIRAISANA fait un APPEL SOLENNEL à toutes les Forces Vives Malagasy et la Communauté Internationale de voir ensemble la manière de mettre fin définitivement à ce cycle infernal de crises politiques. En effet, la consolidation de la paix espérée depuis la fin de la crise politique de 2009-2013 reste gravement menacée face à la hausse continue actuel visiblement non maîtrisée du coût de la vie qui commence à être insupportable par une population malagasy célèbre par sa capacité de résilience (le pillage récent à Toliara est un signal fort). La multiplication des foyers de tension (grèves et mécontentements populaires qui semblent s’accentuer) et la résistance aux autorités locales de ces derniers temps qui ont provoqué des arrestations, exécutions sommaires ou tueries (Ambovombe Androy avril 2020, Farafangana août 2020, Vohilava Mananjary septembre 2020, Ampasika Amparafaravola décembre 2020, Imerintsiatosika janvier 2021, grèves d’étudiants dont celle de Toamasina février 2021 et de Vontovorona mars 2021 pour ne prendre que les plus récentes) sont des faits foncièrement anormaux pour une République normale. La façon dont la crise politique actuelle est gérée par le régime en place qui verrouille toute liberté publique par le déploiement de moyens militaires disproportionnés, en qualifiant tous les contestataires d’ « ennemies de la Nation », et en utilisant la Justice et la cybercriminalité comme moyens de dissuasion et de répression, ne va nullement dans le sens de promouvoir la paix, la stabilité politique et le redressement de l’économie ainsi que l’amélioration du social, bien au contraire.

Pour terminer, la PFNOSCM profite de cette occasion pour exprimer sa sincère condoléance à tous les concitoyens décédés, victimes d’exécution sommaire par des Forces de Défense et de Sécurité, d’actes parfois atroces de banditismes de toutes sortes, et les morts de famine, de sècheresse et de la propagation du coronavirus.

      Bonjour,Le plate-forme nationale ?Est-ce que toutes les régions sont représentés ?ou encore toutes les ethnies ?
      La reconciliation nationale:c’est un machin qui va être crée pour détourner encore plus les richesses des malgaches.
      « Devrait être dirigée par un organe indépendant,credible et acceptable par tous :Mieux qu’une élection ! »les membres doivent être composés de personnalités reconnus et estimés par tous par leur sagesse, leur compétence à détourner les deniers publiques et le sous sol malgache ,ne pas payer les impôts, à accaparer toute la richesse pour leurs famille et amis :je propose:Ravalomanana,Hery Rajaonarimampianina,vous pouvez compléter:la liste n’est pas exhaustive..
      Les petites mains sont à l’oeuvre,c’est triste pour les malgaches et Madagascar !

    S’il fallait que je résume mon avis je dirais qu’un vrai projet doit être construit pour l’économie d’abord, et que toute l’organisation sociale en découlera.
    Car l’urgent est l’argent pour la sortie de toutes les crises (démocratie comprise) l’argent issu de nos ressources : terre,sous sol, mer.

    - Aucun journal, à majorité piloté à partir de la capitale Antananarivo n’en a parlé
    - Aucun Forum n’en a pipé mot
    - Aucun message de condoléances, enquêtes, déplacement, et mis en berne de drapeau de la part des autorités nationaales...

    La honte : car les journaux étrangers en avaient parlés, les autres malgaches se chamaillent politiquement

      moi je l’ai suivi à la TV le soir même, ils ont fait un reportage sur ceux qui y ont échappés, mal en point à l’hosto mais vivant,
      c pas bien d’accuser à tort sans discernement comme ça, hein mon enfant, il faut demander aux gens d’abord s’ils ont en entendu parler

      @Rainingory, ici on parle de 19 Morts, Antsakabary y avait 2 Morts(4 avec les policiers). Ce dernier a provoque un tollé entrainant la démission du ministre ,
      - L’article dit même que des familles sont intoxiquées dans les côtes chaque année , dans des pareilles situations, provoquant des morts

      - Mais cela prouve que les côtes n’intéressent pas nos élites Antananarrivisites , à partir d’où les informations sont collectés et diffusés, qu’il y ait morts d’homme ou pas.
      - Pour ces journalistes et forumistes, cela fait partie d’un banal faits divers

      - Pire , que des morts sont constatés chaque année dans ces regions lointaines, ; cette situation prouve :
      - que l’Etat est incapable
      - ou l’Etat s’en fout
      - ou l’Etat n’existe tout simplement pas :
      - car DES ORGANISMES OFFICIELS DE CONTRÔLE SANITAIRE, à Madagascar il n’y a tout simplement pas, en tout cas pas dans les régions lointaines...

      - Par rapport aux USA, ou 8 morts à Atlanta , la semaine dernière a provoqué l’indignation antionale et le deplacement de BIDEN et HARRIS ;

      - Or a Atlanta , c’etai 8 morts sur 300 millions de population, et à Madagascar 19 morts sur 25 millions de population c’est un faits divers...
      comprenne qui pourra,
      - ferions nous peu de cas la vie humaine ? (je ne pense pas, je voudrais me tromper....)

      Malheureusement, nous les forumers, on ne peut pas constater sur place et apparemment, aucun journaliste malagasy n’en a fait état. Honte à eux effectivement. Quand à ceux qui gouvernent le pays, en voilà une preuve de plus de leur indifférence par rapport à la population.
      Je ne peux que présenter mes condoléances aux familles et exhorter ceux qui sont au courant de diffuser l’info.

      Je suis d’accord, y a un manque criard de diffusion d’infos exo-Antananarivo qui devraient alerter l’opinion publique malgache.
      Mais en opposition à ce constat, malheureusement et je regrette infiniment,
      - Antananarivo is the place where everything must be played, dixit ceux qui font la pluie et le beau temps à Madagasikara,
      - même si vous reportez des faits des morontsiraka méritant de s’y pencher, les antananariviens en sont tellement loin de par leurs propres misères qui les enfouissent qu’ils en sont sourds de fait.

      Mais, je dois dire aussi que c’est à chacun de ne pas écouter toujours les mêmes sons de cloches, par ex, je suis Radio Télé Nakay aussi bien que i-BC News ou la Coalition des Radios.

    Ces malheureux morts et vivants par intoxication alimentaire sont l’un des milliers de signaux qui nous démontrent combien Madagascar est malade.
    Nous connaissons les causes. Cherchons le médicament maintenant, et par quelque bout que vous preniez sa recherche, vous aurez besoin d’argent. Et où est-il ? L’argent ? Chez les bailleurs de fonds comme on dit ?
    Non il est sous nos pieds, mais il faudrait s’en occuper sérieusement, pour les Malgaches.

      Madagascar est un pays où l’exploitation de la filière or demande encore plus d’organisation. Toutefois, LE PAYS EST AUSSI UN VÉRITABLE EXPORTATEUR DE CETTE PIERRE PRÉCIEUSE, DONT SON PRINCIPAL CLIENT N’EST AUTRE QUE DUBAÏ. En ce moment, le Bureau des cadastres miniers recense 500 000 orpailleurs dont 3000 seulement agissent dans la légalité. Cette année, avec le nouveau gouvernement du Premier ministre Ntsay Christian, un « Central de l’or » est en gestation pour mieux gérer et contrôler ses avoirs en or.

      MADAGASCAR EST L’UN DES FOURNISSEURS DE L’OR DU ROYAUME DE DUBAÏ. En 2018, 97 % de ses exportations ont été destinées à ce pays de tous les rêves. L’année dernière, la Grande Ile a écoulé TROIS TONNES ET 51,8 KG D’OR SUR LE MARCHÉ INTERNATIONAL. Les 2,2 % et 0,8 % restant des marchandises sont vendues respectivement à Hong Kong et Singapour, selon, le dernier rapport du Bureau des cadastres miniers. Six régions sur les 22 de Madagascar sont fortes en or, en l’occurrence : AMORON’I MANIA, BETSIBOKA, ATSIMO ANDREFANA, VATOVAVY FITOVINANY, MENABE ET VAKINANKARATRA. Toutefois, LE PLUS GRAND SITE D’EXPLOITATION AURIFÈRE MALGACHE SE TROUVE DANS LA RÉGION DE DIANA, À L’EXTRÊME NORD DU PAYS, DANS LA COMMUNE RURALE DE BETSIAKA, DISTRICT D’AMBILOBE où presque 25 000 orpailleurs illicites et 14 000 collecteurs se sont installés depuis la découverte du filon en 2010. Toujours, selon le Bureau des cadastres miniers à Madagascar, LE GISEMENT DE BETSIAKA AURAIT 500 TONNES DE STOCK, ESTIMÉ À PLUS DE 1,6 À 2 MILLIARDS D’EUROS, SUIVANT LES COURS.

      Actuellement, LE SITE APPARTIENT À UNE SOCIÉTÉ CHINOISE, DONT L’ATTRIBUTION DE SON PERMIS MINIER RESTE FLOUE. Les sociétés civiles comme L’ORGANISATION ROHY, ou les organismes internationaux tel que TRANSPARENCY INTERNATIONAL ONT LANCÉ L’ALERTE SUR CE GENRE D’ATTRIBUTION DES PERMIS MINIERS, faute de transparence voire des suspicions de corruption.

      Notons que chaque année, Madagascar EXPORTE PLUS DE 500 KG D’OR. Aux trois destinations précitées s’ajoutaient la France, l’Italie et l’Inde. CES DERNIERS, POUR DIVERSES RAISONS, ONT PAR CONTRE CESSÉ D’ACHETER L’OR MALGACHE.

      De 2016 à 2018, la quantité d’or exportée est passée de 584 Kg à 3051 Kg selon les données du Bureau des cadastres miniers de Madagascar (BCMM). Autrement dit, le pays a quadruplé ou quintuplé le taux de son exportation en matière d’or, en l’espace de trois ans. Une hausse qui devrait affecter les recettes par le biais DES REDEVANCES MINIÈRES DANS LES CAISSES DE L’ETAT, QUI EST DE L’ORDRE DE 30 À 40 % DES RESSOURCES FINANCIÈRES DE MADAGASCAR.

      Il est néanmoins important de mentionner que L’ETAT MALGACHE PERD 700 MILLIONS DE DOLLARS SUITE AU DÉVELOPPEMENT DE L’INFORMEL DANS LA FILIÈRE. Il faut rappeler que le Bureau des cadastres miniers ou le BCMM recense 500 000 orpailleurs dans tout Madagascar, mais seuls 3000 ont procédé à la régularisation de leurs situations en entrant dans le formel.

      Faille juridique

      A Madagascar, la loi sur les ressources minières, connu sous le nom de code minier, n’a pas encore été mis à jour, malgré des années d’attente. Rédigé en 1999, les contenus ne correspondent plus à la réalité et aux contextes actuels. En 2017, une consultation en vue de sa refonte a été organisée par le régime Hery Rajaonarimampianina, ancien Président de la République. Mais aucune modification n’a été entreprise. Son département avec l’ensemble du gouvernement ont annoncé officiellement ces décisions lors du Conseil des ministres le 27 février 2019. On attend l’effectivité d’une telle réforme. D’ailleurs, le 25 avril dernier, un autre Conseil des ministres, a confirmé cette volonté de lutter contre la gabegie dans la filière aurifère. Un « Central de l’or », SERA implanté à Madagascar. Il s’agit d’une structure de développement de la filière et de contrôle des avoirs en or.       Clovis Razafimalala, coordonnateur de l’Association Lampogno, membre de la Coalition nationale de plaidoyer environnemental basée à Maroantsetra, un activiste environnemental s’il en est, insiste quant à lui sur les retombées économiques et financières que pourraient engendrer la filière aurifère et le code minier. Il partage le même avis sur cette initiative du gouvernement, tout en émettant certaines réserves : « Personnellement, je n’assimile pas ce code minier. D’ailleurs, je ne l’ai pas lu vraiment. Mais ce que je constate en ce moment, c’est que LE SECTEUR MINIER NE RAPPORTE PAS AU PAYS. NOUS N’AVONS PAS EU DES IMPACTS SUR L’ÉCONOMIE NATIONALE, NI SUR LA VIE QUOTIDIENNE DES MALGACHES. Comme nous savons, par exemple, il y a des PÉTROLIERS qui EXPLOITENT à Madagascar, mais comment se fait-il que nous ne pouvons pas jouir de ces avantages ? »,

      Problème de gouvernance

      La suite logique de cette faille juridique c’est le problème de gouvernance, surtout au niveau des localités où les exploitations artisanales se développent. Durant cette dernière décennie, les litiges entre les grandes sociétés minières et les orpailleurs traditionnels gagnent de plus en plus de terrain. Citons entre autres, les problèmes entre les habitants de SOAMAHAMANINA, dans le district d’Arivonimamo, Région Itasy et une entreprise CHINOISE De même le cas opposant la population de VOHILAVA, district de Mananjary, RégionVatovavyFitovinany à la SOCIÉTÉ malgacho-CHINOISE MAC LAI GIANNA. Les habitants de ces deux localités ont exploité l’or depuis des années et SEULEMENT VERS 2015-2016, DES OPÉRATEURS ONT DIT ÊTRE EN POSSESSION DE PERMIS MINIERS EN BONNE ET DUE FORME. Des manifestations populaires ont eu lieu et des dizaines d’activistes, membres de la société civile ou de simples citoyens ont été emprisonnés. Ils ont été accusés de rébellion et des atteintes à l’ordre public.

      Toutefois, il est important de mentionner par rapport à ces deux cas, qu’il y a un véritable problème de communication. Le fond des litiges sont aussi et surtout une question de gouvernance. D’une part, l’attribution des licences est ignorée par la population locale, alors que pour avoir un permis d’exploitation et surtout avec des engins, il y a plusieurs étapes à suivre : consultation de la population locale, des enquêtes et études d’impact environnemental, demande de permis de recherches. Et c’est après validation des experts qu’on délivre UN PERMIS D’EXPLOITATION DE VALIDITÉ DE 40 ANS, DEUX FOIS RENOUVELABLES POUR 20 ANS. D’autre part, les habitants qui jouissent du statut d’orpailleurs légaux devraient également avoir des autorisations exclusives de réservation et des permis de recherches et d’exploitation. A défaut, les orpailleurs pourraient avoir des cartes professionnelles ou des cartes d’achat pour les collecteurs locaux, délivrées par la commune, après avoir rempli les conditions requises.

      Toutefois, la carte ne se substitue pas à un permis minier. Par conséquent, en cas de conflit entre LE PROPRIÉTAIRE DE LA CARTE D’ORPAILLEUR ET CELUI D’UN PERMIS MINIER, LES ARTICLES 67 À 72 DU CODE MINIER EST CLAIR : « L’AUTORISATION DE L’ORPAILLAGE NE CONSTITUE PAS UN PERMIS MINIER. Elle est personnelle et ne peut être ni cédée, ni mutée, ni amodiée sous quelques formes que ce soit. L’autorisation d’orpaillage est subordonnée aux accords du titulaire du permis minier. Elle n’ouvre droit à aucune indemnisation en cas d’éviction de l’orpailleur, si l’accord du titulaire de permis n’est pas acquis. »

Seules les grandes firmes internationales ou DES EXPORTATEURS QUI SONT COLLABORATEURS DES DIRIGEANTS DU PAYS TIRENT LE MAXIMUM DE BÉNÉFICES. Ceci est dû à la faille juridique ». Cet ancien officier, demande la MISE À JOUR DES TEXTES EN FAVEUR DES MALGACHES, SURTOUT LES PETITS EXPLOITANTS.

      Heriniaina Ravelojaona, un exploitant artisanal d’or, vivant à BRIEVILLE, DISTRICT D’ANDRIAMENA, ne connait même pas les tenants et aboutissants des textes régissant le secteur minier à Madagascar. Pour lui, il suffit de survivre et avoir le droit d’opérer tranquillement. Il ne possède aucun document, il agit dans l’informel. « Je n’ai pas besoin des autorisations, je suis la QUATRIÈME GÉNÉRATION qui travaille dans l’or. Depuis des décennies, nous n’avons pas besoin et ce n’est pas maintenant que je vais en avoir. NOUS SOMMES CHEZ NOUS, nous avons le plein droit », a expliqué ce jeune homme de 19 ans. Rappelons que, dans le code minier malgache actuel, il est clair que TOUTES LES RICHESSES QUI SE TROUVENT DANS LE SOUS-SOL APPARTIENNENT À L’ETAT.

      INTRODUCTION
      This article examines the role of TRANSNATIONAL CRIMINALISED NETWORKS in THE GEM SECTOR IN MADAGASCAR, and shows how the very same processes that produce the EXCLUSION AND MARGINALISATION evident in the poorest Africans states also create new forms of integration, especially the development of NON-NATIONAL ECONOMIC SPACES.

      [...] This article explores one specific way in which Africa has been INTEGRATED INTO THE GLOBAL ECONOMY, through an analysis of THE INTER-RELATED GLOBAL AND LOCAL NETWORKS INVOLVED IN INFORMAL, OR EXTRA-LEGAL, GEM TRADING AND EXTRACTION IN MADAGASCAR. It analyses how the impact of these networks may conform to or contest the notion that EXCLUSION AND MARGINALISATION are the attached twin (ibid.) of more conventional and positive understandings of GLOBALISATION.

      Since the late 1990s, Madagascar has experienced a boom IN GEM MINING, especially high quality RUBIES and SAPPHIRES. This boom has been largely driven and CONTROLLED BY ILLICIT MINING AND TRANSNATIONAL GEM TRAFFICKING. In 1999 a WORLD BANK STUDY found that US$100 MILLION IN GEMS was smuggled out of Madagascar in that year alone (Focus 2000 ;World Bank websites 1, 2).       GLOBAL NETWORKS AND GLOBAL SHADOWS

      an examination of the gem trade from Madagascar indicates that they [what is meant by GLOBAL/LOCAL, LEGAL/EXTRA-LEGAL and FORMAL/INFORMAL] are far from being distinct categories ; rather they ARE INDIVISIBLE and constitute A SINGLE, COMPLEX WHOLE which PRODUCES ENORMOUS WEALTH COUPLED WITH HIGH DEGREES OF POVERTY AND MARGINALISATION IN PRECISELY THE SAME LOCALITIES.

      In the context of sub-Saharan Africa, it is important to understand the nature of engagement between the continent and external actors. In particular, THE CONTEMPORARY STATE IN AFRICA IS CHARACTERISED BY ALLIANCES BETWEEN ELITE CLIQUES AND GLOBAL ECONOMIC INTERESTS, INCLUDING PRIVATE BUSINESS, NGOS, DONORS AND ILLICIT TRADING NETWORKS. Bayart (1993) explains this through an analysis of the ways in which the state-imported system by European colonisers was resisted by African societies, which resulted in a complex mix, where African states resemble a rhizome rather than a root system. As a rhizome, THE STATE IS ORGANISED ALONG PATRIMONIAL LINES which stretch through society in a horizontal fashion, and has REAPPROPRIATED THE INSTITUTIONS THAT ORIGINATED UNDER COLONIAL RULE. State–society relations are then characterised by FACTIONAL STRUGGLES, the rhizomatic nature of the state and patronage politics. BAYART calls this the ‘POLITICS OF THE BELLY’, which refers to the way in which POLITICAL ELITES USE INFORMAL AND INVISIBLE NETWORKS TO EXERCISE POLITICAL AND ECONOMIC POWER [...]

      Bayart’s analysis demonstrates how sub-Saharan Africa is inextricably INTERLINKED WITH THE GLOBAL ECONOMY. The way in which Africa is integrated with the global system HAS RESULTED IN the creation of a patchwork of highly globalised areas and networks, WHICH IN TURN PRODUCE REAL FORMS OF EXCLUSION AND MARGINALISATION. As FERGUSON notes (2006 ; see also Hibou 2004), LARGE TRACTS OF TERRITORY AND RURAL POPULATIONS HAVE BEEN ABANDONED by African central governments, in favour of LINKING MORE CLOSELY WITH THE ECONOMIC BENEFITS AND RENTS MADE AVAILABLE THROUGH INTERNATIONAL INTEGRATION WITH DONORS, INTERNATIONAL FINANCIAL INSTITUTIONS, NGOs and PRIVATE BUSINESSES. This is particularly apparent in the ways that RESOURCE EXTRACTION (OF MINERALS, especially oil) is organised and carried out by INTERLINKED NETWORKS OF PRIVATE COMPANIES AND ELITE CLIQUES in African states.       GEMSTONES IN MADAGASCAR

      Since the late 1990s, Madagascar has become identified as A SITE OF RICH DEPOSITS OF GEMSTONES AND SEMI-PRECIOUS STONES. It contains a wide variety of minerals including GOLD, NICKEL, BAUXITE, IRON, CHROMITE, TITANIUMOXIDE, BERYL AND QUARTZ. The major investors in mining in Madagascar include Qit Minerals Madagascar (a division of RIO TINTO), which is engaged in titanium dioxide mining in southern Madagascar (Rio Tinto website), and a Canadian company, Dynatec, which has invested in a NICKEL MINE IN AMBATOVY (BBC website 2004 ; Dynatec website).

      Until 2003 it was thought that Madagascar had no DIAMONDS, but in that year A MINING COMPANY WITH AN EXPLORATION PERMIT FOR AREAS IN SOUTH-CENTRALMADAGASCAR FOUND TWO DIAMONDS OF 23 CARATS AND 9 CARATS EACH(Rakotoarimanana int.). Since then, a Canadian mining company, MAJESCOR, has been attracted to Madagascar, after DIAMONDS OF UP TO 23 CARATS WERE RECOVERED BY SAPPHIRE MINERS engaged in ARTISANAL ALLUVIAL DIGGINGS ; Majescor has joined with De Beers to begin DIAMOND EXPLORATION IN NORTH-WESTERN MADAGASCAR (Majescor website). This has sparked investment in exploration by two other Canadian companies, PAN AFRICAN MINING AND DIAMOND FIELDS INTERNATIONAL (Pan African Mining, Diamond Fields & Resource Investor websites). However, so far, Madagascar’s sapphires and rubies have been more important as major sources of revenue : the stones have been judged as the highest quality, and as global demand for coloured gemstones increases they could be a growing source of revenue to the government and private mining companies. The government of Madagascar, with international actors such as the World Bank and USAID, has argued that if gem mining were properly regulated and CARRIED OUT BY INTERNATIONAL MINING COMPANIES, the revenue could be used to invest in economic development FOR THE BENEFIT [io ilay resaka FANDREBIREBENA NY MARIVO SALOSINA MORA VIDINY LAVOAMENA !] of Madagascar as a whole (Cushman int. ; Razafindretsa int ;Rakotoarimanana int.). This is in line with notions of ‘ developmental states’, originally applied to East Asian tiger economies, but more recently used to describe the diamond-driven economic development of Botswana(Taylor 2003). However, MADAGASCAR’S SAPPHIRES AND RUBIES ARE FOUND IN ALLUVIAL DEPOSITS, which are so accessible that ORGANISED AND COMMERCIAL MINING OPERATIONS ARE NOT NECESSARY to extract them. Given this ACCESSIBILITY, GEMS IN MADAGASCAR MAY CONSTITUTE ‘ LOOTABLE’ RESOURCES, the EXTRACTION of which is VERY DIffiCULT TO CONTROL. Nevertheless, the World Bank, in conjunction with the President of Madagascar, Marc Ravalomanana (elected in 2002), have embarked on an ambitious programme to attempt to gain control over gem mining.

      THE MINERAL RESOURCES GOVERNANCE PROJECT

      Under the Ratsiraka regime, government reluctance to control gem mining and smuggling was considered to be related to the ways that KEY INDIVIDUALS AND THEIR FAMILIES BENEFITED FROM THE ILLEGAL GEM TRADE.

      However, despite the claims to INCREASE TRANSPARENCY and REDUCE CORRUPTION, the INFORMAL NETWORKS that flourished in this period have REMAINED IMPORTANT since the new government took over in 2002. These networks have been sustained by their INTEGRATION WITH GLOBAL NETWORKS, which in turn present a challenge to newly established forms of governance, such as the Mineral Resources Governance Project (MRGP) [...]

      As part of this, the major portion of the World Bank funding has gone into developing A GEOLOGICAL SURVEY OF MADAGASCAR, CARRIED OUT BY USAID. In addition, in 2004 USAID produced A MAP OF THE COUNTRY’S POTENTIALLY RICH GEM AREAS, which was intended to show which areas would BE SUITABLE FOR THE SALE OF GOVERNMENT-CONTROLLED PROSPECTING PERMITS TO INTERNATIONAL GEM MINING COMPANIES (Crowley int. ; Razafindretsa int.).

      As a result, some areas have been designated as ‘ RESERVED’, where companies and individuals can apply for permits to explore under the MRGP(Razafindretsa int.) [...]

      Even though the new government has backed the MRGP, THE MAJOR GEM DEPOSITS ARE STILL EXTRACTED BY MINERS WHO WORK IN THE EXTRA-LEGAL SECTOR. These miners are INTERLINKED WITH GLOBALISED NETWORKS OF INTERNATIONAL DEALERS AND ELITE CLIQUES [JIOLAHY IRAISAM-PIRENENA ! ] who ensure that the stones can be ILLEGALLY EXPORTED FOR PERSONAL FINANCIAL GAIN. Such networks engage in strategies of extraversion which produce THE SHADOW ECONOMY which integrates ILAKAKA in Madagascar with the global economy (Bayart 2000 ; Ferguson2006 ; Reno 1998).

      The Director of Mines and Geology under the new Ravalomanana government suggested that under the previous regime the allocation of MINING LICENCES and EXPLORATION PERMITS was done on A CORRUPT BASIS which depended on the ‘mood’ of the minister.[...]

      The major benefits from gem extraction still accrue to those who benefited from it under Ratsiraka (especially HIS POLITICAL SUPPORTERS AND FAMILY MEMBERS).[...]

      Ilakaka town rapidly developed in the late1990s, after the discovery of HIGH-QUALITY SAPPHIRES . It was estimated that its population increased from 30 to 100,000 between 1998 and 2000 (FT18.2.2000 ; Laurs 2003). By 2004 the gem mining areas covered 4,000 square kilometres (Cushman int.). More recently, as Ilakaka has become a very large mining centre, new areas have been subject to exploration by more recent migrants to the area, especially around SAKAHARA and the WWF-funded Zombitse-Mahafaly National Park, just south of Ilakaka (Durbin int.).1 [...]

      The sapphires are considered to be AMONGST THE HIGHEST QUALITY IN THE WORLD, and sapphire mining promises opportunities of instant wealth to Malagasy people living in poverty. Serge Rajaobelina (int.), director of a Malagasy NGO, Fanamby, suggested that many of the 3,000 ARTISANAL GOLD MINERS from northern Madagascar MIGRATED TO THE ILAKAKA AND SAKAHARA area when news of the gem fields reached them. Since the gemstones CAN BE EXTRACTED BY INDIVIDUALS AND TEAMS OF DIGGERS USING NOTHING MORE COMPLEX THAN A SPADE, the poorest sections of Malagasy society have been migrating to Ilakaka because of the promise, or HOPE, of INSTANT RICHES. However, THE MONEY MADE BY DIGGERS IS MINOR COMPARED TO THE PROfiTS MADE BY INTERNATIONAL GEM DEALERS IN ILAKAKA town and GLOBAL GEM DEALERS IN EUROPE AND ASIA. A World Bank Study in 1999 found that US$100 million in gems was smuggled out of Madagascar in that year alone (Focus 2000 ; World Bank websites 2, 3). One interviewee involved in the gem mining sector estimated that the value of illegal gemstone exports HAD REMAINED AT ABOUT THE SAME LEVEL since then...

      In general, migrant sapphire miners have LITTLE ABILITY TO JUDGE THE QUALITY of the stones they bring into Ilakaka town TO SELL. This puts THE FOREIGN GEM DEALERS into a very powerful position ; they are able, for instance, to claim that a stone has imperfections that will make it hard to cut. In general, the DIGGERS GET A VERY LOW PRICE FOR THE STONES they find, but because they are cash-poor even a small amount of money is worth working for (Ramamaonjisoa int.). Since the mining and trade in gems are largely illegal, they have no recourse to appeal if they believe they are getting an unfair price for their stones (Randrianarison int. ; FT 3.2.2001).THE BUYERS CAN MAKE LARGE PROfiTS FROM WORKING IN ILAKAKA because they set the price for stones, and THE BUYERS TEND TO CO-OPERATE TO ENSURE THAT THE PRICES PAID TO DIGGERS ARE LOW, while the final polished version will sell at the highest price once it has been taken out of Madagascar. The Director of Conservation for WWF-Madagascar, which works in an area adjacent to the Ilakaka gem fields, ISALO NATIONAL PARK, suggested that THE BUYERS CO-OPERATE OVER SETTING PRICES to ensure that diggers cannot go from buyer to buyer looking for a good price ; instead, he claimed, ANY BUYER WHO ‘BROKE RANKS’ AND STARTED TO OFFER HIGHER PRICES TO DIGGERS WOULD BE IN PERSONAL DANGER (Ramamaonjisoa int.). The networks involved in gem extraction in Madagascar have thus gained CONTROL OVER THE LOCAL ECONOMY, and are ABLE TO USE symbolic or ACTUAL VIOLENCE TO ENFORCE THAT CONTROL (Nordstrom 2004 ; Reno 1998). This process is not disorganised and haphazard. Rather, THE MINING UNDERTAKEN by seemingly disorganised and unconnected individuals is STRUCTURED BY THE ALLIANCES BETWEEN KEY MEMBERS OF THE MALAGASY ELITE AND THE INTERNATIONAL GEM DEALERS who have established gem buying CENTRES AND STALLS IN THE ILAKAKA AREA.       The ORGANISATION of ILLICIT SAPPHIRE MINING is complex, and mixes global and local networks. One interviewee who preferred to remain anonymous suggested that under the previous government THE RATSIRAKA FAMILY HAD ORGANISED GROUPS OF IMPOVERISHED DIGGERS AS CHEAP LABOUR TO DIG BIG HOLES SEARCHING FOR RUBIES IN VATOMANDRY in eastern Madagascar and sapphires in south-central Madagascar, and THEN SOLD THE GEMS ON THE INTERNATIONAL MARKET for personal profit (anon. int. 2). Another anonymous interviewee claimed that especially UNDER THE RATSIRAKA GOVERNMENT, PROMINENT MEMBERS OF THE RULING ELITE AND THE PRESIDENT’S FAMILY WERE ABLE TO EXPLOIT RUBY DEPOSITS WITH THE KNOWLEDGE AND CO-OPERATION OF FOREIGN COMPANIES THAT WERE WILLING TO EXPLOIT CORRUPTION and lack of regulation in the gem sector (anon. int. 3). Economically IMPOVERISHED MALAGASY men travel to the gem areas to seek employment ; they either work alone or ARE ORGANISED THROUGH CLANDESTINE NETWORKS HEADED BY INDIVIDUALS WITHIN THE MALAGASY ELITE. THE DIGGERS THEN SELL THEIR UNPOLISHED STONES to gem dealers (usually THAI, SRI LANKAN OR INDIAN, BUT ALSO AFRICAN, EUROPEAN and NORTH AMERICAN), who have established gem buying businesses in the sapphire areas. Finally, THE BUYERS TRAFFIC THE STONES OUT OF MADAGASCAR THROUGH AIRPORTS OR BY SEA, WITH ASSISTANCE FROM KEY INDIVIDUALS WITHIN RELEVANT CUSTOMS DEPARTMENTS, GOVERNMENT AGENCIES and local businesses.[...]

      It is impossible to place a precise value on the stones that are traded in Ilakaka each day, but ONE ROUGH ESTIMATE WAS THAT US$4 MILLION worth ofstones CHANGED HANDS DAILY IN 2001, when trading in Ilakaka was at its height (Cushman int. ; Razafindretsa int.).[...] Rather than feeding into the formal economy, the income generated from the gem sector remains locked in an informal and illegal economy which is populated by gem dealers, CRIMINAL ORGANISATIONS, PROTECTION RACKETEERS, miners and individuals in THE MALAGASY ELITE

      GLOBALISATION, MARGINALISATION AND EXCLUSION

      As FERGUSON (2006) notes, GLOBALISATION in Africa produces benefits for some networks and groups, but ITS ATTACHED TWIN is characterised by MARGINALISATION, VIOLENCE and EXCLUSION within specific locations. These forms of GLOBALISATION produce locally specific problems in ILAKAKA in particular, and in MADAGASCAR more generally. [...]

      the impact of globalisation ... FOR CERTAIN INDIVIDUALS AND NETWORKS ...means integration in the global economy PLUS SIGNIfiCANT WEALTH. In contrast, for other individuals and networks, the way that Ilakaka is drawn into the global economy LEADS TO A GREATER DEGREE OF POVERTY, MARGINALISATION AND EXCLUSION... the income tends to go on CONSPICUOUS CONSUMPTION : PROSTITUTES, ALCOHOL and GAMBLING (see Walsh2002, 2003). In Ilakaka this is referred to as mepoka, which denotes a desire to get rich quickly (Randrianarison int.).

      The growing number of male diggers and dealers with large amounts of disposable income has created A DEMAND FOR PROSTITUTES. While many of the women working in the Ilakaka brothels and bars have MIGRATED there from elsewhere in Madagascar, because of the promise of easy earnings, LOCAL BARA WOMEN AND GIRLS HAVE BEGUN TO BE DRAWN INTO THE TOWN. The discovery of sapphires has thus disrupted and transformed social relationsin the area ; in line with De Boeck’s (1998) findings in diamond areas, rural places have been changed in ways that are detrimental to some and beneficial to others. This has created serious social problems within the Bara communities, as GIRLS LEAVE SCHOOL IN ORDER TO BECOME PROSTITUTES. Rates of HIV/AIDS and other sexually transmitted diseases are increasing

      As a result of the lack of formal controls over Ilakaka, miners have faced significant hazards and threats to their safety and health. NUMEROUS DIGGERS HAVE BEEN BURIED AS THE HOLES AND TUNNELS THEY WERE WORKING IN HAVE COLLAPSED ; since the digging is unregulated, most deaths among miners gounrecorded and unnoticed (Randriamampianina int. ; FT 18.8.2001 ; Focus2000). According to Dominique Rakotomanga (int.) of the International Programme for Elimination of Child Labour, CHILDREN ARE OFTEN USED TO MINE NARROW TUNNELS where there are regular accidents, and ARE KILLED BY LANDSLIDES or COLLAPSING TUNNELS ; the programme has collected some data from RUBY mining areas in ANTSIRANANA and VATOMANDRY in northern andeastern Madagascar, but not as yet on children working in the Ilakaka area [...]

      The illegal nature of gem mining and trading has created AN INDUSTRY centred on PROTECTION AND EXTORTION : it is common for dealers TO HIRE ARMED PROTECTION. The BROTHELS AND BARS are SITES OF VIOLENCE, and are extremely dangerous at night, and the violence can easily erupt into shoot-outs between rival gem dealers and their body guards (Jose int. ; Randriamampianina int. ; Randrianarison int. ; FT3.2.2001).
